Interesting.  Was there a major article on Watson's much more
substantial, and destructive, "contribution" to the 1999 final.  He
destroyed that match by his refusal to play advantage, baffling and
enraging the French players and the television commentators.
Were there ANY major articles on Watson's performance then in the
British papers?  Or does it only matter when he penalises English
players unfairly?

I don't recall - probably.  Certainly this report highlighted his lack of
experience...

for what it neglects to mention.  You have to wonder if this fellow
David Hands actually WATCHED the final.
One "observation" that he makes is particularly astounding....

Perhaps Hands was buying a glass of gin, or tucking into a bag of
chips, or sleeping, at 8:35 of the first half, when Watson whistled
back Bernat-Salles after he had unlocked the Australian defence and
was scoring a try.  He had whistled him back to put down a scrum for
the Australian forward pass (by Jason Little) that Bernat-Salles had
capitalised on.  So much for the law of advantage.
Perhaps Hands was texting a friend or playing games on his mobile
phone at 30:00 of the first half, when the French pack unlocked the
Wallaby defence, driving the Australian forwards back 20 metres.  As
they delivered the ball into the hands of halfback Galthie about one
metre in front of the posts, Watson, incredibly, blew his whistle.
"Use it or lose it!  Use it or lose it!" he screamed, bafflingly.
Galthie's face was a mixture of horror, bewilderment and resignation.
He realised, as did the rest of the French team, that nothing they did
would be good enough to defeat Andre Watson.
Certainly the New Zealand television commentators were utterly
astonished and disturbed by Watson's bizarre rulings, which mortally
affected the French team.
Why, one wonders, did Hands not even mention those incidents.

Also early on he gave a penalty against one of the English forwards for
playing the ball from his knees when in fact he was on his feet.  He
penalised Dallaglio for handling on the ground when he didn't touch it. Then
penalised another English forward for obstruction when he had an Ozzie
clamped firmly round his ankles and couldn't have moved had he wanted to.
Then in extra time he penalised one of the Australians for playing the ball
out of the tackle which I think was a marginal call.

Absolutely correct.  Watson was restrained in this final.  Four years
ago his enjoyment of "big calls" led to two decisions that were not
just "questionable", but outrageous.  He twice in the first half
refused to play advantage, and robbed France of two tries.
Thank God he behaved himself (comparatively) last night and the match
was a stunner in spite of him.  What a contrast to the 1999 final.

If I even have to answer this question you are obviously a completely
lost cause, but never let it be said I failed to extend a helping hand
to the mentally enfeebled.
The issue here is not quantity. Some very worthy posts of marathon
proportions have been contributed to this newsgroup by thoughtful
posters, and every word was worth reading.
The issue here is quality. Breen produces great diarrhoeatic gushings
of verbose garbage. I myself cannot wade past the first line of most
of his offerings. If you find them fascinating, then I think that
draws all the conclusions that we need on this issue.

No, please don't. Please never read another post of mine, killfile me
immediately, and go back to whatever simple tasks formerly occupied
